A CoCoRaHS observer in Point Harbor measured a storm total rainfall of 9.1 inches in 48 hours.

An occluded front from the remnants of Potential Tropical Cyclone Eight slowly lifted north on September 17. Heavy, training showers developed ahead of and along this front and produced locally heavy rainfall and flash flooding across portions of northeast North Carolina into southeast Virginia. The following day, a mesolow formed over southeastern Virginia. This feature, along with tropical moisture from the remnants of Potential Tropical Cyclone Eight, allowed for nearly stationary storms which produced very heavy and efficient rainfall across southeast Virginia and portions of northeast North Carolina.
