Visibility of one eighth of a mile was reported in Visalia and Porterville and visibility below a quarter mile was reported in Reedley.

Abundant low level moisture in the area as a result of widespread precipitation over the area on November 25 and 26 combined with clearing skies and light winds for areas of dense fog to form during the evening of November 27 and early morning of November 28. The fog impacted travel along SR 99 in much of the valley including through Fresno and Bakersfield. The fog lifted into a low cloud deck by late morning on November 28 with improving visibility.
