Event narrative

The 911 Call Center reported a car partly submerged in flood waters from rio Blanco, with one person trapped inside, near PR-31, KM 8.2, Dr. Jose Barbosa highway.

Wider weather episode

A series of cold fronts and a polar trough increased moisture and instability across the region to end October and start November. Above normal moisture, saturated soils, and rivers running high increased the risk of flooding. A Flash Flood Watch was in effect on November 1st with Debris Flow, Sinkholes, Flooding and Flash Flooding being reported in southeastern and north-central Puerto Rico.
