What the National Weather Service wrote

A waterspout was reported by several members of the public near Annies Place Restaurant and Combate beach, Cabo Rojo. It lasted around 10 minutes and a Spray Ring was visible and recorded.

The wider storm

A nearby front neared and passed Puerto Rico between the 15th and 16th with a second front reaching the area late on the 16th and the 17th. In addition a surface trough and an upper level trough also helped increase instability, showers and thunderstorms. Waterspouts developed from some of these on the 15th and 16th, near Isabela and Cabo Rojo, respectively. The one near Cabo Rojo lasted around 10 minutes and a Spray Ring was visible and recorded.
