Event narrative

Water was reported over numerous roads in Lumberton. Rising water also caused multiple rescues, impassable roads, and several flooded homes.

Wider weather episode

A frontal boundary moved into the region and stalled while Tropical Storm Rafael meandered in the gulf. Moisture from the decaying tropical cyclone streamed north across Southeast Texas. This produced heavy rain over the area that produced flooding.
