KPZZ Ship Shoal Platform measured a peak wind gust of 41 mph or 36 knots due to thunderstorm winds.

Late season Tropical Storm Rafael was nearly stationary approximately 300 miles southwest of the mouth of the Mississippi River. Outer rainbands rotating around Rafael extended hundreds of miles northeast of the storm. As one of those bands passed through the coastal waters south of the Louisiana coastline, it produced gale force wind gusts.
