Event narrative
Strong south winds ahead of a cold front and the remnants of Rafael in the gulf produced high tides along the coast of Jefferson County. The tide level reached 2.1 feet above MHHW which produced minor flooding of Highway 87 between Sabine Pass and Port Arthur. Minor flooding also occurred at Sea Rim State Park from high surf.
Wider weather episode
A frontal boundary moved into the region and stalled while Tropical Storm Rafael meandered in the gulf. Moisture from the decaying tropical cyclone streamed north across Southeast Texas. This produced heavy rain over the area that produced flooding.
