A Cocorahs right along the boarder of the forecast zone in Hood River measured 4.5 inches of new snowfall at 0700 2/14 which is a Winter Storm Warning total.

Wider weather episode

Abnormally cold conditions were in place early on February 13th as widespread precipitation increased across the region south to north due to the arrival of a warm-frontal boundary. This overrunning scenario led to a mix of snow, sleet, and freezing rain impacting much of western Oregon through February 14th.
