The observer and a cooperative observer north of Powell both measured 2.4 inches of snow.
The wider storm
A low pressure system crossed east through the Ohio Valley as very cold air was entrenched over the region. Warm air ahead of the system overlapped with deep moisture to create a significant band of snow that immobilized the region along and north of the Ohio River.
