The observer located 4 miles northwest of Raymond measured 1.4 inches of snow.

A low pressure system crossed east through the Ohio Valley as very cold air was entrenched over the region. Warm air ahead of the system overlapped with deep moisture to create a significant band of snow that immobilized the region along and north of the Ohio River.
