Three inches of snow was reported in Delaware. In Powell and south of Kilbourne, two inches of snow was measured.

The wider storm

During the morning of February 16th, as a cold front moved through the Ohio Valley, quickly changing heavy rainfall to snow. As temperatures fell, many areas received a quick 2 to 3 inches of snow, with some isolated locations receiving up to 4 inches.
