A high pressure wedge was situated over the region as a surface low pressure system developed over the southern Plains, with an expansive area of precipitation that shifted eastward into the Mid Atlantic during the day of February 11. Precipitation fell as snow through the 11th and into February 12 over southeast West Virginia, and brought significant snowfall amounts, especially in the Greenbrier River Valley. There were some localized power outages due to snow accumulations.
