What the National Weather Service wrote

A storm chaser reported that a large stretch of FM 2400 was under approximately 6 inches of rushing water. The entire road is flooded. Time is estimated from radar.

The wider storm

A broad trough across the western United States and a dryline across the Permian Basin and Stockton Plateau resulted in afternoon thunderstorms. Several severe right-moving supercells occurred over the Stockton Plateau, with left-moving supercells moving across western portions of the Permian Basin. In addition, a localized dry microburst resulted in intense wind gusts of 100 MPH or greater near Midland International Air & Space Port.
