What the National Weather Service wrote

Woodford Road closed due to high water at least six inches deep flowing across the road. Route 33 was also closed nearby for a period of time.

The wider storm

Underneath an upper level low, slow moving thunderstorms trained over central Virginia producing a quick one to three inches of rain resulting in flash flooding. This comes a day after a few inches of rain had just fallen.

Began near Barboursville (38.1630, -78.2659).
