What the National Weather Service wrote

At least six inches of water were flowing along Alderman Road near Whitehead Road. Several other roads had standing water on them around a foot in depth.

The wider storm

A long duration supercell in northwest flow slowed down over Charlottesville producing a quick one to two inches of rain in thirty to sixty minute period. This resulted in flash flooding in the city.
