Corrects previous marine tstm wind report from 11 SE Chapman Ranch. Bird Island NOS site gusted to 36 kts.

A dryline retreated back towards the international border and merged with another nearly stationary N-S oriented boundary. Low-level flow will became more easterly and a low-amplitude shortwave lifted northeastward. This setup resulted in convection developing over the higher terrain of Mexico and then shifting eastward into

South Texas early Wednesday morning. Marine thunderstorm winds were observed.
