Emergency managers reported that Rio Blanco was out of its banks and flooding pr-31. The road was impassable.

Wider weather episode

The combination of a slowly approaching front from the Atlantic waters, along with a series of upper-levels troughs and higher than normal precipitable water content produced heavy showers over the islands between the 13th and the 14th of March.
