What the National Weather Service wrote

Small rock slides and six inches of flowing water across Knobley Road at WV-46 Fort Ashby Road, and on Waxler Road at Suter Lane near Keyser.

The wider storm

Slow moving thunderstorms formed along the higher terrain of the Allegheny Mountains before slowly drifting eastward. This resulted in a localized two to four inches of rain across parts of Mineral County and flash flooding.

Began near Limestone (39.4300, -78.9300).
