Emergency managers reported that they closed PR-31 at Sector Pitina due to flooding caused by the Rio Blanco (river) overflowing its banks.

A mid-to-upper-level trough, in combination with a surface induced trough, produced periods of heavy rainfall that caused flash floods and landslides between April 19-21.
