The Municipal Office of Emergency Management in Fajardo reported that PR-194 was impassable due to flash flooding. The Rio Fajardo overflowed its banks, inundating portions of PR-194 between its intersection with PR-3 and Calle Progreso, extending to the intersection with Calle Colon.

Wider weather episode

From April 26 through 30, a moist and unstable weather pattern affected Puerto Rico and the U.S. Virgin Islands. The episode began as deep tropical moisture moved into the region from the southeast, interacting with deep-layer troughs and supportive jet dynamics aloft. This synoptic setup led to daily rounds of scattered to numerous showers and isolated thunderstorms, especially during the afternoons across the interior and western portions of Puerto Rico.
