A cold front that moved into the region on May 21st had stalled over the Louisiana coast by the 22nd. Strong daytime heating enhanced convective updrafts while temperatures aloft remain quite cool for the time of year. This environment was sufficient to support severe thunderstorm downdrafts over the local marine areas.
