What EF1 means. On the Enhanced Fujita scale, EF1 is moderate damage: roofs badly stripped, mobile homes pushed off foundations or overturned, windows broken, consistent with estimated gusts of 86–110 mph. The rating comes from a survey of the worst damage after the storm, not from a wind measurement, so it says as much about what the tornado hit as about how strong it was.

What the National Weather Service wrote

Touchdown was likely in a field northwest of Goose Lake. The most substantial tree damage occurred along the northwest shore of Lake Waconia. The tornado then tracked across County Rd 92 south of Crown College before ending somewhere between Parley Lake Rd and the western edge of Carver Park Reserve. The maximum estimated wind speed was 95 mph.

The wider storm

Scattered storms developed near the South Dakota and Minnesota border during the early evening on June 28th, then quickly strengthened into discrete supercells as they progressed into west central Minnesota. These storms produced scattered reports of large hail, thunderstorm wind damage, and three tornadoes.

As the evening progressed, the supercells merged into clusters and eventually into long line that produced more widespread wind damage and five tornadoes in Carver County. The storms gradually weakened after moving into Wisconsin and south central Minnesota.
