The West Texas Mesonet Station 13 W Toyavale measured a 64 mph wind gust.

The setup today was similar to that of July 21st and 22nd. Scattered thunderstorms developed in a weakly forced environment and moved off the higher terrain to the northeast across Southeast New Mexico and the Permian Basin. Dry low-levels allowed for a severe wind gust in the Davis Mountains.
