What the National Weather Service wrote

A family of waterspouts was observed north of Big Pine Key. The waterspouts appeared as full condensation funnels extending from cloud base to the water surface.

The wider storm

A weak lower tropospheric boundary moved eastward and intersected with a developing cumulus cloud line embedded in west-southwest flow. This initiated conditions for waterspout formation along the Gulf side of the Lower Florida Keys.

Began near Big Pine Key (24.7300, -81.3500).
