What the National Weather Service wrote

Thunderstorms produced heavy rain leading to flash flooding. The emergency manager passed a report from fire officials of a foot of water over the bridge on FM 963 over Rocky Creek.

The wider storm

Thunderstorms formed along an outflow boundary in a moist airmass over Central Texas and moved into the Hill Country and Edwards Plateau. Some of these storms produced locally heavy rain that led to flash flooding.
