Event narrative

VDOT reported that Powhite Parkway was closed at Midlothian Turnpike due to water on the roadway. Additionally, Chesterfield County Fire and EMS reported significant flooding along Arch Road. One picture appeared to show flooding up the bottom of a home.

Wider weather episode

A moist and unstable air mass resulted in scattered storms developing across portions of central and eastern Virginia on July 13. These slow-moving storms produced heavy rainfall and flash flooding, especially across the Tri-Cities.
