The Emergency Manager reports that water had been over area roads as creeks rose out of their banks. The time of the event was estimated using radar.

Wider weather episode

A decaying line of thunderstorms moved into Benton County on the morning of July 19th. This produced heavy rain with trained spotters reports ranging from 1.5 to 3.5 inches of rain. This rain falling on already saturated ground led to flash flooding in Vinton.
