The director of OMME San Juan reported that at around 4:00 PM at Plaza de las Palomas in Old San Juan, thunderstorm winds knocked down a large tree branch, striking an older woman who had to be assisted by emergency managers.

Abundant tropical moisture from a passing tropical wave combines and favorable upper-level conditions from an approaching trough helped promote showers and t-storms during the afternoon of August 23rd. Southeasterly winds steered activity toward northwestern Puerto Rico and from El Yunque to the metro area (El Yunque Streamer).
