What EF0 means. On the Enhanced Fujita scale, EF0 is light damage: shingles and siding peeled, gutters torn, branches broken, consistent with estimated gusts of 65–85 mph. The rating comes from a survey of the worst damage after the storm, not from a wind measurement, so it says as much about what the tornado hit as about how strong it was.

What the National Weather Service wrote

Video submitted from public residence of a brief landspout near Apache Lane and Old Hillsborough Avenue in Seffner, lofting primarily what appeared to foliage from the surrounding area. No structural damage observed as the feature remained over open land during its brief existence.

Late afternoon and early evening storms associated with a surface trough over the peninsula coupled with a weakness aloft over the state produce a landspout near Seffner in Hillsborough County and street flooding near New Port Richey in Pasco County.
