A flooded Port St and Mt Welcome Rd in the Gallows Bay area were reported by emergency managers and the media. One trapped vehicle at the intersection near Anally Insurance was observed on video.

A tropical wave moved into the area, promoting the development of frequent and persistent showers and thunderstorms. Rainfall accumulations in St. Croix were widespread, with significant urban flooding and impassable roads.
