Event narrative

Emergency Management Director reported that PR-31, from sector La Pitina to exit 22 of Expressway PR-53, was impassable and closed due to flooding from heavy rain and from nearby Rio Blanco.

Wider weather episode

Tropical moisture associated with a tropical wave and other trade wind perturbations, along with an upper-level trough resulted in the formation of strong showers and thunderstorms. These showers resulted in flooding, landslide and wind damage along portions of eastern, northern and western Puerto Rico.
