Event narrative
Emergency managers confirmed flooding along PR-31 and PR-53 at exit 22 in Barrio Rio Blanco in Naguabo due to Rio Blanco (river) overflowing its banks. They proceeded to close the roads as they were impassable.
Wider weather episode
The flooding threat increased as a robust tropical wave moved across the region. This wave combined with instability associated with an upper-level trough. As the wave departed, tropical moisture continued to flux into Puerto Rico. Showers and thunderstorms were numerous, causing flooding, landslide and wind damage.
