The wider storm
An area of low pressure developed along remnant frontal boundaries offshore of the North Carolina coast September 14 into September 15. Widespread heavy rainfall and locally strong wind gusts occurred in coastal portions of southeast Virginia, persisting into the evening hours of September 16.
Began near Chesapeake Bay Bridge Tunnel 3rd Island (37.0400, -76.0800).
