The combination of a weak area of low pressure well offshore on September 10 and high pressure across New England resulted in elevated northerly winds across the lower Chesapeake Bay. This led to localized moderate flooding across Norfolk. Lynnhaven Inlet reached 5.02 ft MLLW at 1030 AM EST on September 10.
