An area of low pressure developed along remnant frontal boundaries offshore of the North Carolina coast September 14 into September 15. This system slowly meandered northward in the early hours of September 16, before turning northwest and making landfall near the mouth of the Chesapeake Bay in the late afternoon. As the low approached the Virginia coast, it deepened and developed a circular area of heavy rain around the center of circulation. Widespread heavy rainfall and locally strong wind gusts occurred in coastal portions of southeast Virginia, persisting into the evening hours of September 16.
