A vehicle became stranded with one person inside due to flooding on PR-100 in front of Baskin Robbins.

Wider weather episode

An upper-level low and abundant tropical moisture over the area triggered strong thunderstorm development over portions of Puerto Rico on October 31st. These storms caused strong gusty winds and urban flooding in areas of western PR from around noon through the mid-afternoon hours.
