A closed upper-level system moved eastward from the Four Corners region on the 23rd. Increasing ascent fostered the development of scattered thunderstorms across western Oklahoma and western-north Texas during the afternoon, with sufficient overlap of wind shear and weak instability to support a few hail-producing thunderstorms.
