An offshore low pressure system brought gusty northeast winds to coastal areas October 28. A peak observed wind gust of 46 mph (40 knots) was recorded at the Norfolk International Airport (KORF) ASOS station. Winds decreased in the evening hours.

An area of low pressure developed offshore of the Southeast coast in the early morning of October 28. This system lifted northeastward along a frontal boundary later in the day, while strengthening some. High pressure north of the region led to a compressed pressure gradient with gusty winds across eastern Virginia for most of the day. Higher wind gusts were confined to the areas near the coast and peak gusts were in the 45-50 mph range.
