An offshore low pressure system brought gusty northeast winds to coastal areas October 28. A peak observed wind gust of 50 mph (43 knots) was recorded at the Carova Beach Fire Department station. Winds decreased in the evening hours.

An area of low pressure developed offshore of the Southeast coast in the early morning of October 28. This system lifted northeastward along a frontal boundary later in the day, while strengthening some. High pressure north of the region led to a compressed pressure gradient with gusty winds across coastal portions of northeast North Carolina for most of the day. Peak wind gusts were in the 45-50 mph range.
