An official NWS Observation of 11.0 inches was reported at JFK airport. Also a trained spotter reported 11.0 inches in Howard Beach.

Wider weather episode

A low pressure system emerged out of the Southern Plains and Texas and rode northeast through the Tennessee Valley and the Appalachians, before emerging just off the New Jersey coast. This produced a heavy snowfall across all of Southeastern New York, with sleet, some of it heavy across a large portion of the region.
