What the National Weather Service wrote

Freezing rain began during the early morning hours of the 24th. By the afternoon a trained spotter in Fredericksburg reported 0.15 of ice. Hwy 87 was closed due to icing from Fredericksburg to the Mason County line on the morning of the 25th.

The wider storm

A deep upper-level low moved across northern Mexico bringing a strong cold front through South-Central Texas. This resulted in very cold air in the boundary layer with a layer of above freezing air aloft which produced sleet and freezing rain.
