What the National Weather Service wrote

A mix of sleet and freezing rain began during the morning of the 24th. DriveTexas.org reported that RR 337 was closed due to icing near Leakey that evening. The morning of the 25th a CoCoRaHS observer reported 0.5 of sleet in Leakey.

The wider storm

A deep upper-level low moved across northern Mexico bringing a strong cold front through South-Central Texas. This resulted in very cold air in the boundary layer with a layer of above freezing air aloft which produced sleet and freezing rain.
