What the National Weather Service wrote

The report was relayed through mPING.

The wider storm

A mid-level shortwave trough, moving east across the Texas Panhandle, instigated scattered thunderstorms across western and northern Oklahoma during the early morning of the 4th. While much of this activity remained north of a surface boundary (i.e., elevated), sufficient instability and wind shear allowed for occasional storm intensification and organization. Large hail occurred in Harper County.

Began near Buffalo (36.8283, -99.6284).
