What EF1 means. On the Enhanced Fujita scale, EF1 is moderate damage: roofs badly stripped, mobile homes pushed off foundations or overturned, windows broken, consistent with estimated gusts of 86–110 mph. The rating comes from a survey of the worst damage after the storm, not from a wind measurement, so it says as much about what the tornado hit as about how strong it was.

What the National Weather Service wrote

An NWS Storm Survey found EF1 tornado damage 2 SSE of the town of Williamstown. Maximum winds 90 MPH. A roof of a small farm building and a house were damaged as well as an old, small sugarhouse collapsed with numerous sheered tree tops and uprooted trees in saturated soils.

The wider storm

A stationary frontal boundary was draped across northern NY east across central VT and New England during the afternoon of April 16th. A weak area of low pressure was traversing this frontal boundary as well. Temperatures and dewpoints were summerlike along and south of the boundary allowing for thunderstorms to develop during the afternoon and evening hours.

Several thunderstorms contained gusty winds in excess of 40 mph, but only a few storms were severe. One storm in Williamstown produced a low-end EF1 tornado and golf ball size hail. This same storm produced quarter size hail in East Orange.

Began near Williamstown (44.0929, -72.5271).
