What the National Weather Service wrote
An ice jam on the Pleasant River led to flooding which impacted portions of Pleasant Street, and Pleasant River Road in Milo. These roads were temporarily closed due to the flooding. Water levels fell by Friday afternoon.
The wider storm
Low pressure system with an occluded front move to the northeast of Maine, bringing gusty winds and heavy rainfall to northern and eastern Maine. Rainfall resulted in significant snowmelt for remaining snow pack, and with a deep frost depth still in place over most of the state, majority of rainfall acted as runoff. Runoff and additional river ice melt led to ice jamming along the Pleasant River, between Brownville and Milo. Flooding began on Tuesday, March 17th, and continued into Friday, March 20th. Piscataquis County EMs and members of the public were reporting ice jamming within the river. Pleasant River road did go down to one lane where the jam built up water pressure upstream.
Began near Millinocket Arpt (46.0927, -67.8815).
