What EF0 means. On the Enhanced Fujita scale, EF0 is light damage: shingles and siding peeled, gutters torn, branches broken, consistent with estimated gusts of 65–85 mph. The rating comes from a survey of the worst damage after the storm, not from a wind measurement, so it says as much about what the tornado hit as about how strong it was.

What the National Weather Service wrote

Brief tornado started south of Beaver Dam and went through a garage near Shaw Hill Rd, west of the Shaw Marsh Wildlife Area. Other wind damage was noted on the southern side of the tornado path, attributed to downburst winds.

The wider storm

A line of strong to severe storms developed over central Wisconsin as warm, moist and unstable air aloft surged into the region. The line of storms then moved southeast across southern Wisconsin. Widespread wind damage occurred across much of south central to southeast Wisconsin, with two tornadoes documented along with the high winds.

Began near South Beaver Dam (43.4134, -88.8432).
