What EF1 means. On the Enhanced Fujita scale, EF1 is moderate damage: roofs badly stripped, mobile homes pushed off foundations or overturned, windows broken, consistent with estimated gusts of 86–110 mph. The rating comes from a survey of the worst damage after the storm, not from a wind measurement, so it says as much about what the tornado hit as about how strong it was.

What the National Weather Service wrote

NWS storm survey assisted by OU research team observations documented a tornado in this area that formed and produced damage along a short path. The research team also documented damaging inflow winds on the north side of the low level mesocyclone of the parent storm that was producing winds approaching 100 mph near Woodbine that likely caused the extensive damage in that community. That damage was classified as wind damage since the actual tornado vortex formed a few miles southwest of Woodbine.

The wider storm
