What EF0 means. On the Enhanced Fujita scale, EF0 is light damage: shingles and siding peeled, gutters torn, branches broken, consistent with estimated gusts of 65–85 mph. The rating comes from a survey of the worst damage after the storm, not from a wind measurement, so it says as much about what the tornado hit as about how strong it was.

What the National Weather Service wrote

Delayed reports of damage lead to a NWS survey of this area that revealed a small tornado likely had occurred during the late night on June 8th/9th just after midnight local time. The tornado did damage to mobile homes and tree limbs on its short path. This was associated with a bow echo that produced widespread damage throughout northeast Kansas this night. Widespread 60-80 mph winds with pockets of 80-100 mph winds likely occurred with this bow as it moved across Shawnee County and the city of Topeka where several instances of microburst damage was documented.

The wider storm

Northeast Kansas continued to endure one of its worst stretches of severe storms in recent memory with another high impact wind and flood event. A cluster of storms developed in north central Kansas and evolved into a bow echo. The storms produced destructive winds in excess of 100 mph across parts of Ottawa county with a swath of winds of 75-95 mph causing damage from Dickinson county east along I-70 into Douglas County including the city of Topeka. Widespread damage occurred due to the winds. Torrential flooding rains of 2-3 inches per hour also plagued the area and produced damaging flooding across many areas during the night. Two to six inches of rain fell over already saturated grounds causing the flooding. There were also two documented tornadoes one in Dickinson county and a small tornado in Douglas County on the north side of the city of Lawrence.

Began near Berryton (38.9200, -95.6000).
