What the National Weather Service wrote

Emergency managers reported flooding along PR-936 at KM 1.1 in Barrio Quebrada Arenas, Las Piedras, resulting in the closure of the roadway until further notice. Heavy rainfall produced hazardous conditions and rendered the road impassable. Radar estimates indicated rainfall accumulations between 4 and 6 inches across the affected area.

The wider storm

An amplifying mid- to upper-level trough, combined with above-normal moisture, maintained an unstable, wet pattern. With previous rain left saturated soils and elevated rivers, heavy rainfall quickly lead to urban flooding, small stream flooding, river flooding, landslides and flash flooding. Significant flooding occurred in Las Piedras, particularly, where several houses where flooded and flash flooded following heavy rainfall.

Began near Las Piedras (18.1900, -65.8700).
