What the National Weather Service wrote

A stream (quebrada) overflowed its banks in the El Tamarindo sector of Barrio Saltos. Water is inundating the low level crossing at Camino El Tamarindo. Cars observed at both sides of the bridge unable to cross.

The wider storm

An amplifying mid- to upper-level trough, combined with above-normal moisture, maintained an unstable, wet pattern. With previous rain left saturated soils and elevated rivers, heavy rainfall quickly lead to urban flooding, small stream flooding, river flooding, landslides and flash flooding. Significant flooding occurred in Las Piedras, particularly, where several houses where flooded and flash flooded following heavy rainfall.

Began near San Sebastian (18.3721, -66.9920).
